The U.S. Department of War's Office of Strategic Capital announced a $400 million conditional loan commitment to Australian miner Sunrise Energy Metals to develop the Syerston Scandium Project in New South Wales. The funding will support construction of the world's first primary mine source for scandium, a rare-earth element critical for defense, aerospace, AI data centers, and power-constrained infrastructure. Scandium is currently harvested only as a byproduct of other mining; foreign competitors (primarily China) account for roughly 80% of global mining production and nearly 100% of processing, making Western supply resilience a strategic priority.
The loan is part of a larger $2+ billion U.S. government push on critical minerals supply chains announced alongside other rare-earth and battery-material projects. When combined with private capital, the total transaction reaches nearly $1 billion. Sunrise chairman Robert Friedland (Ivanhoe Mines founder) said the Syerston project will become "a cornerstone of Western scandium supply." Lockheed Martin has already committed to purchasing 25% of the mine's output for the first five years, while the DoD gains right of first offer on all production. Early works and procurement have commenced, targeting first production in late 2028.
