NSF launches TechAccess program: $224M for 56 state AI coordination hubs, workforce readiness

The National Science Foundation (NSF) and U.S. Department of Labor jointly launched TechAccess: AI-Ready America, a $224 million program to establish 56 State and Territory AI Coordination Hubs across all 50 states, D.C., and U.S. territories. Each hub receives $1 million annually for three years (with a possible fourth year) to build statewide coordination infrastructure for AI adoption. NSF has prioritized closing what the agency calls the “AI capacity gap” — uneven geographic access to AI tools, training, and deployment support across workforces, small businesses, K-12 systems, and local government.

The hub model decentralizes federal AI capability: each hub serves as a single point of coordination for state and local partners, mapping AI resources, supporting deployment, coordinating training, and directing priority sectors. Round 1 (10 hubs) has letters of intent due June 16 and full proposals due July 16; Round 2 (20 hubs) follows with LOI December 15, 2026 and proposals January 15, 2027. NSF explicitly requires hubs to demonstrate statewide “convening authority” and leverage $5M–$10M in co-investment beyond the NSF grant to be competitive.

For teams building AI platforms and training tools: TechAccess creates a federated demand signal. Hubs will be procurement entry points for AI deployment, training resources, and workforce development services across every state. The program signals federal recognition that rural, non-coastal regions and underserved sectors (energy, manufacturing, agriculture) require customized AI adoption pathways. Position for hub contracts early; first winners will shape how federal AI workforce dollars flow post-2027.
