The European Commission and SpaceRISE consortium signed an implementation agreement on August 7, moving the IRIS² satellite constellation from planning into full-scale deployment. The agreement adds 66 satellites to the baseline, bringing the total to 348 spacecraft (330 in low Earth orbit, 18 in medium Earth orbit), with first launches targeted for 2029. The revised architecture provides 60% more secure governmental communications capacity within the EU and 54% more globally.
The expanded constellation carries a €15.6 billion total planned investment, funded by the EU budget (2028–2034), the European Space Agency, the SpaceRISE consortium (SES, Eutelsat, Hispasat), and member states. Poland and Hungary have pledged €656 million and €500 million respectively; Spain announced €1.6–2 billion. Unlike Starlink (10,000+ commercial satellites), IRIS² is government-controlled infrastructure for encrypted, sovereign communications during crises and emergencies.
For defense and critical-infrastructure operators, IRIS² represents Europe's formal commitment to sovereign satellite communications independent of US commercial networks. The multi-billion-euro price tag and multi-year timeline underscore the capital-intensity of autonomous space capacity; architects should treat this as a geopolitical hedge against dependency, with operational availability expected post-2029.
